A Different Approach.

Blue Circle Consulting’s approach to providing training, instruction, and policy writing/review brings a real-life face, a real person, to the issues facing the trans and gender non-conforming community. Our goal is for our training to be more than just another obscure topic, or something that law enforcement and public safety personnel have to just sit through because its “part of the required curriculum”.  Through Brooke’s telling of her personal journey of transition while “On the Job”, and having question and answer sessions after training, many recipients of our training have gone back into the field with a much better knowledge and understanding of the transgender community. They then are able to appropriately, professionally, and courteously interact with trans and gender non-conforming people whether they be members of the public, victims, witnesses, perpetrators, and even co-workers.

Personal History & Background

Brooke Bukowski has over 16 years in law enforcement and began her career serving as a maritime law enforcement officer with the US Coast Guard. After receiving her honorable discharge, she was able to begin her gender transition and attended college in her home state of Illinois. After graduating, Brooke was hired by the NYPD and was the first out and open transgender officer to be employed by the NYPD. Brooke has always been open about who she is and her experiences. This led Brooke to become a certified New York State and NYPD instructor. She has taught trans sensitivity, and proper policy & procedures to many different parts of the NYPD, as well as many different law enforcement agencies in the Northeast. Brooke has participated in public speaking events at local NYC colleges, talking of her experiences and unique perspective in law enforcement.

Wanting to move back to the Midwest, Brooke eventually retired from NYPD and opened her own consulting company, Blue Circle Consulting in Southwest Wisconsin, where she resides with her husband. In her spare time she enjoys camping, fishing, and working on their small hobby farm.
